Yes, and no. Running burns calories, but not in one spot, and depending on how much you eat you can still gain weight no matter how far you run.

To lose weight you need to burn more calories than you consume. It takes 2500 calories to lose one pound, you burn about 100 calories for each mile you run, no matter how fast or slow you run the mile.

To lose weight exercise and control your calorie intake.
When you lose weight your stomach will get smaller.

Yes, it does, but it might burn fat off of other parts of the body first. Whenever you burn fat, the first place it comes off of is the last place it went on. So if the last place you put on fat was your stomach, then yes, you will lose stomach fat.

Running is a great exercise for burning fat in general. It is a very common misperception that you need to exercise the muscles close to fat to lose the fat in that area. Doing crunches to lose stomach fat for example.

Running can burn a lot of calories. If these calories are less than what you consume in food you’ll lose fat. And, if you have a lot of fat on your stomach, you’ll lose stomach fat.

If you do a lot of crunches, you’ll make your stomach muscles stronger, but you won’t be losing stomach fat just because those stomach muscles are close to your stomach fat.

So, the short answer is "yes".
