Pull ups, dips, pull downs, triceps exercises. Lots of reps. What you need to think about is doing strength training and endurance training through the full range of motion that incorporates the shoulders, triceps, and upper back muscles and mimics paddling.
Honestly nothing builds up the muscles used for paddling then paddling. So if you can get out more often then do it.
otherwise do swimming.
I’d say to do push ups but they don’t seem to help as much.
Swimming is the best exercise when you’re not surfing.
Also, for balance, you should do exercises for your core muscles.
Start swimming and work up to long distance swims – like a 1/2 or full mile after awhile. But start slow and work your way up.
