I would like to start one through my church and have the skills and basic fitness knowldege to lead a camp. Is there a program that is recommended to follow? Like turbulence training? or like Sure Victory?

It sounds as though you have the freedom to set your own program. Just make sure you encompass all the major aspects of physical fitness: strength, flexibility, endurance and coordination.
For strength, you can teach calisthenics like push-ups and pull-ups, or get a TotalGym, which works all the muscles of the body.
Introductory yoga would be great for flexibility. The most common exercise injury is a strained muscle, and yoga will help prevent it.
Endurance training: soccer, running, rope skipping, basketball, swimming, stair climbing, hiking. Take your pick.
Coordination training: hackey sack, basketball, ping pong, baseball, juggling, unicycling, tennis.
Spin off your own strengths, and focus on those. God bless you and your students at the church camp’s fitness project.
